Janet Napalitano: Gambling with Our Country

Back in the 90’s we were all amused when President Clinton tried to parse phrases to his benefit. He wanted to know what the meaning of “is” is. How absurd. Then he said that one act of sex wasn’t technically sex. But the bizarre re-definitions certainly haven’t stopped. If anything they are becoming almost a daily event from our current Federal government. I hope that someone is currently working on the new edition of New Speak, because this is faster than anything that Orwell could have imagined.

The latest comes from Department of Homeland Security chief Janet Napalitano who is proving to be the most incompetent official ever to be appointed to a cabinet position. I am no inferring that I disagree with her (although I do), I am stating that she is not qualified for the position that she was appointed. Just like a tax cheat who is appointed to head the Treasury Department, having someone without the basic understanding of law and order to be appointed in such a crucial position is beyond the scope of reason. Secretary Napalitano’s latest daily gaffe was to say that illegal immigrants were not committing a crime by coming here ILLEGALLY. If the law states that you cannot come in to this country without proper documentation and then you do, how is that not a crime? She has also stated that the Canadian border is just as important as the Mexican border. While there is a great concern with potential terrorists coming through that border, the VAST majority of our illegal immigration problems are coming from the south. Mexico had 5,000 murders just across our border last year and it is starting to spill over.

We either have laws that we enforce or we don’t. If it is the policy of this administration that it is no longer a crime to come into this country illegally then open the gates and put those men and women who have been protecting our borders into something else that is more useful. But so long as we have laws that say that it is illegal to come into this country without the proper procedures and documentation, then we need to have someone heading up that effort that at least has a cursory understanding of immigration laws and is willing to enforce it.

Hi, my name is Rick, and I am a terrorist. I never thought of myself as a terrorist, but my government considers me so. I find this interesting because it goes against what I consider a terrorist to be. I thought of terrorists as those people who believe in their ideology so strongly that they are willing to kill innocent people and even die in the process to bring attention to their cause. But thanks to our new President and his puppet Janet Napolitano (Sec DHS), those were not terrorist acts, those were man-made disasters. But, in the new report (PDF) from the Department of Homeland Security we have a new definition of terrorism, its Rightwing Extremistism (a phrase used 40 times in the 9 page report).

The report delineates exactly what this new terrorism threat to America is. Yes, it largely defines me and I sure that the FBI will be knocking at my door within moments of me posting this.

Persons who favor states rights over Federal authority. I am totally serving a long sentence here. Stupid me, I read the Constitution.

People who lean to a single issue such as abortion or immigration. Here we go! I don’t hold to a single issue, but I disagree with the extermination of life and I also feel that people entering the country should do so legally. Yes, I disagree with the administration on both of these issues so I am likely going to get a double sentence.

Those who see recent (and coming) controls on guns as a threat as an infringement of their rights. Yup, Second Amendment, read it, believe it.

Perceived threat from rise of other countries. When our President goes to Saudi Arabia and bows before their king in an act of total submission, I have to confess that this bothers me. It doesn’t bother me because he is a Muslim, it bothers me because he is the leader of our country and this isn’t done. He certainly didn’t bow before the Queen of England!

Disgruntled Military Veterans. Alas, this is not an area where I qualify, but it is also the area that makes me the maddest. It goes to the total disrespect that our government has for our military.

So there you have it. I am defined in numerous areas of this report as a Rightwing Extremist, a terrorist. When you fly a plane into a building and kill thousands of people, it is a man-made disaster. When you defend the Constitution of the United States you are a rightwing terrorist.

The world has become upside-down.

Federal agency warns of radicals on right

9-page report sent to police

The Department of Homeland Security is warning law enforcement officials about a rise in "rightwing extremist activity," saying the economic recession, the election of America's first black president and the return of a few disgruntled war veterans could swell the ranks of white-power militias.

A footnote attached to the report by the Homeland Security Office of Intelligence and Analysis defines "rightwing extremism in the United States" as including not just racist or hate groups, but also groups that reject federal authority in favor of state or local authority.

"It may include groups and individuals that are dedicated to a single-issue, such as opposition to abortion or immigration," the warning says.

The White House has distanced itself from the analysis. When asked for comment on its contents, White House spokesman Nick Shapiro said, "The President is focused not on politics but rather taking the steps necessary to protect all Americans from the threat of violence and terrorism regardless of its origins. He also believes those who serve represent the best of this country, and he will continue to ensure that our veterans receive the respect and benefits they have earned."

The nine-page document was sent to police and sheriff's departments across the United States on April 7 under the headline, "Rightwing Extremism: Current Economic and Political Climate Fueling Resurgence in Radicalization and Recruitment."

It says the federal government "will be working with its state and local partners over the next several months" to gather information on "rightwing extremist activity in the United States."

The joint federal-state activities will have "a particular emphasis" on the causes of "rightwing extremist radicalization."

Homeland Security spokeswoman Sara Kuban said the report is one in an ongoing series of assessments by the department to "facilitate a greater understanding of the phenomenon of violent radicalization in the U.S."

The report, which was first disclosed to the public by nationally syndicated radio host Roger Hedgecock, makes clear that the Homeland Security Department does not have "specific information that domestic rightwing terrorists are currently planning acts of violence."It warns that fringe organizations are gaining recruits, but it provides no numbers.

The report says extremist groups have used President Obama as a recruiting tool.

"Most statements by rightwing extremists have been rhetorical, expressing concerns about the election of the first African American president, but stopping short of calls for violent action," the report says. "In two instances in the run-up to the election, extremists appeared to be in the early planning stages of some threatening activity targeting the Democratic nominee, but law enforcement interceded."

When asked about this passage, Secret Service spokesman Ed Donovan said, "We are concerned about anybody who will try to harm or plan to harm any one of our protectees. We don't have the luxury to focus on one particular group at the exclusion of others."

Congressional debates about immigration and gun control also make extremist groups suspicious and give them a rallying cry, the report says.

"It is unclear if either bill will be passed into law; nonetheless, a correlation may exist between the potential passage of gun control legislation and increased hoarding of ammunition, weapons stockpiling, and paramilitary training activities among rightwing extremists," the report said.

The FBI was quoted Monday as saying that, since November, more than 7 million people have applied for criminal background checks in order to buy weapons.

The Homeland Security report added: "Over the past five years, various rightwing extremists, including militias and white supremacists, have adopted the immigration issue as a call to action, rallying point, and recruiting tool."

The report could signify a change in emphasis for Homeland Security under former Arizona Gov. Janet Napolitano. A German magazine quoted Ms. Napolitano as rebranding "terrorism" as "man-made disasters." Since its inception in 2003, the department has focused primarily on radicalization of Muslims and the prospect of homegrown Islamist terrorism.

In January, the same DHS office released a report titled "Leftwing extremists likely to increase use of cyber attacks over the coming decade."

"These types of reports are published all the time. There have actually been some done on the other end of the spectrum, left-wing," Ms. Kuban said.

A similar headline was used in a report issued in January, Ms. Kuban said, although she could not provide the content of the headline.

Ms. Kuban said she did not know how long the new report had been in the making.

"The purpose of the report is to identify risk. This is nothing unusual," said Ms. Kuban, who added that the Homeland Security Department did this "to prevent another Tim McVeigh from ever happening again."

The Homeland Security assessment specifically says that "rightwing extremists will attempt to recruit and radicalize returning veterans in order to exploit their skills and knowledge derived from military training and combat."

Jerry Newberry, director of communications for the Veterans of Foreign Wars, said the vast majority of veterans are patriotic citizens who would not join anti-government militias.

"As far as our military members go, I think that the military is a melting pot of society. So you might get a few, a fractional few, who are going to be attracted by militia groups and other right-wing extremists," he said.

"We have to remember that the people serving in our military are volunteers, they do it because they love their country, and they believe in what our country stands for," he said. "They spent their time in the military defending our Constitution, so the vast majority of them would be repulsed by the hate groups discussed in this report."

The Homeland Security report cited a 2008 FBI report that noted that a small number of returning military veterans from the wars in Iraq and Afghanistan have joined extremist groups.

The FBI report said that from October 2001 through May 2008 "a minuscule" number of veterans, 203 out of 23,000, had joined groups such as the Ku Klux Klan, Aryan Nations, the National Socialist Movement, the Creativity Movement, the National Alliance and some skinhead groups.

"Although the white supremacist movement is of concern to the FBI, our assessment shows that only a very small number of people with prior military experience may have an affiliation with supremacist groups," FBI spokesman Richard Kolko said Monday when asked about the FBI report.

A 2006 report from the Southern Poverty Law Center, an organization that monitors white supremacists like the Klan, said that white-power groups had an interest in the kind of training the military provides.

Mark Potok, director of the center's intelligence project, said the Homeland Security report "confirms that white supremacists are interested in the military. There is some concern, and there should be, about returning veterans, one need only think of the example of Timothy McVeigh, who was in the first Iraq war."

Mr. Potok added that he was generally pleased with the report.

"Basically, the report tracks fairly closely with what we have been saying for some time now. They mention us a couple of times, though not by name," he said.

Privacy advocates are issuing warnings about a new radio chip plan that ultimately could provide electronic identification for every adult in the U.S. and allow agents to compile attendance lists at anti-government rallies simply by walking through the assembly.

The proposal, which has earned the support of Janet Napolitano, the newly chosen chief of the Department of Homeland Security, would embed radio chips in driver's licenses, or "enhanced driver's licenses."

"Enhanced driver's licenses give confidence that the person holding the card is the person who is supposed to be holding the card, and it's less elaborate than REAL ID," Napolitano said in a Washington Times report.

REAL ID is a plan for a federal identification system standardized across the nation that so alarmed governors many states have adopted formal plans to oppose it. However, a privacy advocate today told WND that the EDLs are many times worse.

Radio talk show host and identity chip expert Katherine Albrecht said REAL ID earned the opposition of Christians because of its resemblance to the biblical "mark of the beast," civil libertarians opposed it for its "big brother" connotations and others worried about identity theft issues with the proposed databases.

"We got rid of the REAL ID program, but [this one] is way more insidious," she said.

Enhanced driver's licenses have built-in radio chips providing an identifying number or information that can be accessed by a remote reading unit while the license is inside a wallet or purse.

The technology already had been implemented in Washington state, where it is promoted as an alternative to a passport for traveling to Canada. So far, the program is optional.

But there are other agreements already approved with Michigan, Vermont, New York and Arizona, and plans are under way in other states, including Texas, she said.

Napolitano, as Arizona's governor, was against the REAL ID, Albrecht said. Now, as chief of Homeland Security, she is suggesting the more aggressive electronic ID of Americans.

"She's coming out and saying, 'OK, OK, OK, you win. We won't do REAL ID. But what we probably ought to do is nationwide enhanced driver's licenses,'" Albrecht told WND.

"They're actually talking about issuing every person a spychip driver's license," she said. "That is the potential problem."

Imagine, she said, going to a First Amendment-protected event, a church or a mosque, or even a gun show or a peace rally.

"What happens to all those people when a government operator carrying a reading device makes a circuit of the event?" she asked. "They could download all those unique ID numbers and link them."

Participants could find themselves on "watch" lists or their attendance at protests or rallies added to their government "dossier."

She said even if such license programs are run by states, there's virtually no way that the databases would not be linked and accessible to the federal government.

Albrecht said a hint of what is on the agenda was provided recently by California Gov. Arnold Schwarzenegger. The state's legislature approved a plan banning the government from using any radio chips in any ID documentation.

Schwarzenegger's veto noted he did not want to interfere with any coming or future federal programs for identifying people.

Albrecht's recent guest on her radio program was Michigan State Rep. Paul Opsommer, who said the government appears to be using a national anti-terrorism plan requiring people to document their identities as they enter the United States to promote the technology.

"The Western Hemisphere Travel Initiative was … just about proving you were a citizen, not that you had to do it by any specific kind of technology," Opsommer said.

But he said, "We are close to the point now that if you don't want RFID in any of your documents that you can't leave the country or get back into it."

Opsommer said his own state sought an exception to the growing federal move toward driver's licenses with an electronic ID chip, and he was told that was "unlikely."

He was told, "They were trying to harmonize these standards with Canada and Mexico [so] it had to apply to everybody. I was absolutely dumbfounded."

WND previously has reported on such chips when hospitals used them to identify newborns, a company desired to embed immigrants with the electronic devices, a government health event showcased them and when Wal-Mart used microchips to track customers.

Albrecht, who has worked on issues involving radio chip implants, REAL-ID, "Spychips" and other devices, provided a platform for Opsommer to talk about drivers licenses that include radio transmitters that provide identity information about the carrier. She is active with the AntiChips.com and SpyChips.com websites.

Opsommer said he's been trying for several years to gain permission for his state to develop its own secure license without a radio chip.

"They have flat out refused, and their reasoning is all about the need for what they call 'facilitative technology,' which they then determined was RFID," he said during the recent interview.

According to the U.S. State Department, which regulates international travel requirements, U.S. citizens now "must show proof of identity and proof of U.S. citizenship when entering the United States from Canada, Mexico, Bermuda and the countries of the Caribbean by land or seas."

Documentation could be a U.S. passport or other paperwork such as birth certificates or drivers' licenses. But as of this summer, one of the options for returning residents will be an "Enhanced Driver's License."

The rules are being promulgated under the outline of the WHTI, a result of the Intelligence Reform and Terrorism Prevention Act of 2004, which requires travelers to present a passport or other identity documents on entry into the U.S.

While the government has expressed confidence that no personal or critical information will be revealed through the system, it also says drivers will need special information on how to use, carry and protect the radio-embedded licenses as well as "a shielded container that will prevent anyone from reading your license."

But Albrecht, the author or co-author of six books and videos, including the award-winning "Spychips: How major corporations and government plan to track your every move with RFID," warns it goes much further.

"This must be nipped in the bud. Enhanced DL's make REAL ID look like a walk in the park," Albrecht said.

"Look, I am all in favor of only giving drivers licenses to U.S. citizens or people that are otherwise here in this country legally," Opsommer said, "But we are already doing that in Michigan. We accomplished that without an EDL, as has virtually every other state via their own state laws.

"But just because we choose to only issue our license to U.S. citizens does not mean that our licenses should somehow then fall under federal control. It's still a state document, we are just controlling who we issue them to. But under the EDL program, the Department of Homeland Security is saying that making sure illegals don't get these is not enough. Now you need the chip to prove your citizenship," he continued.

Opsommer further warned the electronic chips embedded in licenses to confirm identity are just the first step.

"Canadians are also more connected to what is going on in Britain with the expansion of the national ID program there, and have seen the mission creep that occurs with things like gun control first hand … Whatever the reason, as an example, just last week the Canadian government repatriated a database from the U.S. that contained the driver's license data of their citizens," he said.

"Someone finally woke up and realized it would not be a good idea for that to be on American soil … I think it is only logical that we as state legislators really understand how the governments of Mexico and Canada will have access to our own citizen's data. Right now it is very ambiguous and even difficult for me to get answers on as a state representative."

But Opsommer said Big Brother concerns certainly have some foundation.

"So if EDLs are the new direction for secure licenses in all states, it just reinforces what many have been telling me that DHS wants to expand this program and turn it into a wireless national ID with a different name," he said. "We'll wake up one day and without a vote in Congress DHS will just pass a rule and say something like 'starting next month you will need an EDL to fly on a plane, or to buy a gun, or whatever.'"
