U.S. Federal Deficit Soars Past Previous Estimates
Deteriorating economic conditions will cause the federal deficit to soar past $1.8 trillion this year and leave the nation wallowing in a sea of red ink far deeper than the White House had previously estimated, congressional budget analysts said today.

In a new report that provides the first independent analysis of President Obama's budget request, the nonpartisan Congressional Budget Office predicted that the administration's agenda would generate deficits averaging nearly $1 trillion a year over the next decade -- $2.3 trillion more than the president predicted when he unveiled his spending plan just one month ago.

And although Obama would come close to meeting his goal of cutting the deficit in half by the end of his first term, the CBO predicts that the nation's annual operating deficit would never drop below 4 percent of the overall economy over the next decade, a level administration officials have said is unsustainable because the national debt would grow too rapidly.


By the CBO's estimate, for example, the nation's debt would grow to 82 percent of the overall economy by 2019 under Obama's policies, compared with a pre-recession average of 40 percent.

The new report could complicate efforts to win congressional approval for Obama's $3.6 trillion budget request for the fiscal year that begins Oct. 1. Democrats in the House and Senate are currently putting the finishing touches on their versions of Obama's spending plan, which calls for an expensive expansion of health coverage for the uninsured and new spending on education programs, as well as a first-time tax on greenhouse gas emissions.

Democrats hope to approve the measure before the Easter recess.

Senate Budget Committee Chairman Kent Conrad (D-N.D.) has said the gloomier CBO forecast would require "adjustments" to Obama's budget, though he declined to specify what changes would be necessary. To reduce the deficits, Democrats could dial back Obama's spending plans or find new sources of revenue.

After meeting with Obama at the White House this week, Conrad said the president "understands the legislative process" and that "it's going to require everyone to make adjustments."

But other Democrats are not necessarily ready to follow Conrad's lead. At her weekly news conference on Thursday, House Speaker Nancy Pelosi dismissed the expectation of bad news from CBO, the official budget scorekeeper for Capitol Hill, saying differences between that agency and the White House budget office are "not unusual."

"Our priorities are the same," Pelosi said. "This budget is a statement of our values and our investments in education, health care and the health of America. That includes prevention as well as care, and the energy initiatives as well as tax relief for 95 percent of the American people, as well as an approach that takes the deficit down. Those are the priorities of the budget."

White House budget director Peter Orszag made the same point after speaking with reporters on Tuesday.

"There are always some adjustments," Orszag said of the legislative budget process. "But those four pillars" -- health care, education, clean energy and deficit reduction -- "will be represented."

WASHINGTON -- President Barack Obama appealed directly to the Iranian government and its people to forge a new relationship with the U.S. in a sign of his administration's intensifying efforts to use diplomacy to end Tehran's nuclear program and support of Middle East-based militant groups.

Mr. Obama sent a videotaped message Friday to the people of Iran marking the celebration of Nowruz, a Persian holiday signaling the arrival of spring. He said in his message that the festivities could mark a "new day" of relations between Washington and Tehran if Iran's leadership seized on his overtures for engagement.

"My administration is now committed to diplomacy that addresses the full range of issues before us, and to pursuing constructive ties among the United States, Iran and the international community," Mr. Obama said in the message. "This process will not be advanced by threats. We seek instead engagement that is honest and grounded in mutual respect."

.The White House said the video with Farsi subtitles is being given to select news outlets with reach in the region, under an embargo to air at 8 a.m. Iran time. At the same time, the video will be available online in English with Farsi captions.

Michelle Obama is scheduled to break ground Friday on a new garden near the fountain on the South Lawn that will supply the White House kitchen.

She will be joined by students from Bancroft Elementary School in the District of Columbia. The children will stay involved with the project, including planting the fruits, vegetables and herbs in the coming weeks and harvesting the crops later in the year.

Mrs. Obama spent time earlier this week at an exhibit on rooftop gardening.

"We're going to get a big one in our back yard, the South Lawn," she promised the volunteers.

Such a White House garden has been a dream of noted California chef Alice Waters, considered a leader in the movement to encourage consumption of locally grown, organic food. She has been appealing for change through the taste buds since the 1960s.

She organized a series of fundraising dinners in Washington before President Barack Obama's inauguration in January that served foods purchased from local producers at an area farmer's market to show how it can be done.

Reached Thursday at her Berkeley, Calif., restaurant, Chez Panisse, Waters said she was thrilled by the news.

"It just tells you that this country cares about people's good health and about the care of the land," she said. "To have this sort of 'victory' garden, this message goes out that everyone can grow a garden and have free food."

Victory gardens were vegetable gardens planted during the world wars with encouragement from the government to make sure there was enough food for civilians and the troops. Waters says her family had such a garden.

Waters has been lobbying for a vegetable garden at the White House since 1992. Recent White Houses have grown some herbs and have practiced limited container gardening on the mansion's roof to supply it with tomatoes, peppers and other vegetables.

The new garden will be the first on the White House grounds in many decades, Waters said.

She said Michelle Obama always has been receptive to the idea.

"She talks about food in connection with children, and it's a beautiful thing," Waters said.

Waters also has pushed the administration to adopt her Edible Schoolyard project in which children plant their own produce to eat in the school cafeteria. Most public schools are serving too much processed food that is contributing to the childhood obesity epidemic, she argues.

It's a scary movie, but the plot is old

Woe is definitely us, woe laced with trouble, nurtured by tribulation and swathed in sorrow. Surely soon there will be a booming back-alley market in hemlock.

The brokers on Wall Street are elbowing each other out of the way in the frantic search for the stairs to the basement. Detroit is trying to figure out how to give its cars away. The investment bankers are just trying to stay out of jail.

The Republican Party is dead - you can read about it everywhere - and beginning to throw off a distinctive fragrance, more pungent than the aroma of the elephant house at the Zoo. Conservative pundits are chattering among themselves over which hymns are appropriate for the funeral. The consensus is that it should be something in the hip-hop line. Republicans are told they must become more like Democrats, not that Republicans encouragement for that.

The prudent who saved their Confederate money may be the wisest of all: the dean of Russia's school for diplomats says President Obama will call out the troops and impose martial law by the end of this year when the United States breaks up into six sovereign states. Hmmmm. "Dixie" will be a national anthem yet.

But I've seen this movie, and it's a clunker, even if brought back by popular demand. Alas, we live in a time when there is no institutional memory, when the present is quickly disposable and the past and its lessons has been thrown into the Sea of Amnesia. We no longer elect a president, but choose a celebrity-in-chief. We forget that the politics of the nation, like events in the life of the individual, move in cycles, regulated as if by the tides that move the waves, presided over with an iron hand by Mr. Yin and his partner Mr. Yang.

History, as usual, instructs. FDR destroyed the Republicans in 1932. You could look it up. Dwight Eisenhower was elected after two uninterrupted decades of Democratic rule in 1952, promising to "throw the rascals out." Lyndon B. Johnson destroyed the Republicans again in 1964, bringing in the Great Society and sending Barry Goldwater back to the desert and all the conservatives with him, never to be seen or heard from again. You could look that up, too.

Four years later Richard Nixon arose from a California grave to preside over a Republican expansion of Lyndon Johnson's Democratic war, and four years after that the Republicans destroyed George McGovern and the Democrats. But the body politic burped and out popped a peanut farmer from Plains. Right on schedule, Ronald Reagan arrived on the next cycle with "the permanent Republican majority." Another burp produced Bill Clinton - "sex between the Bushes" - and now Barack Obama sits enthroned as the latest party-killer. Sometimes you don't have to be a psychic to read how the future returns from the past.

Neither do you have to be a particle-beam physicist to understand that for every action there's a reaction, nor a Harvard political science professor (it helps if you're not) to see a pattern in presidential cycles. Throwing the rascals out is great fun, but a wise man understands that with every new cycle we get a new set of rascals. Not yet two months into Barack Obama's presidency and already we see the first faint symptoms of rascalism, and worse, Carter-like incompetence.

Barack Obama continues to blame George W. Bush for every hic and headache - the economy, stubborn terrorism, wars in Iraq and Afghanistan and everything else that displeases. The celebrity-in-chief is entitled to time to find the dog that will eventually be his only friend. No one applied a measuring stick to Jimmy Carter for a full year; already critics are readying their measuring sticks for Mr. Obama.

Peggy Noonan, writing in the Wall Street Journal, recalls an old Italian woman in her neighborhood who told her how to tell when the spaghetti is done. "You take a strand and fling it against the wall. If it's done, it sticks. If it's not done, it falls down the side of the stove. You keep flinging till one sticks. That is Obama's recovery plan. Cash infusions for the banks, fling. Tax increases, thwack! Pork - excuse me, public investment, splat! When we look back years from now, we'll see what stuck."

The president continues to sail with the wind behind his back, riding high in the polls. Only knockers, churls, racists, rustics, bigots and knaves dare measure him, yet. But reckoning is coming; it always does. Nothing recedes like success. It's written in the stars

Privacy advocates are issuing warnings about a new radio chip plan that ultimately could provide electronic identification for every adult in the U.S. and allow agents to compile attendance lists at anti-government rallies simply by walking through the assembly.

The proposal, which has earned the support of Janet Napolitano, the newly chosen chief of the Department of Homeland Security, would embed radio chips in driver's licenses, or "enhanced driver's licenses."

"Enhanced driver's licenses give confidence that the person holding the card is the person who is supposed to be holding the card, and it's less elaborate than REAL ID," Napolitano said in a Washington Times report.

REAL ID is a plan for a federal identification system standardized across the nation that so alarmed governors many states have adopted formal plans to oppose it. However, a privacy advocate today told WND that the EDLs are many times worse.

Radio talk show host and identity chip expert Katherine Albrecht said REAL ID earned the opposition of Christians because of its resemblance to the biblical "mark of the beast," civil libertarians opposed it for its "big brother" connotations and others worried about identity theft issues with the proposed databases.

"We got rid of the REAL ID program, but [this one] is way more insidious," she said.

Enhanced driver's licenses have built-in radio chips providing an identifying number or information that can be accessed by a remote reading unit while the license is inside a wallet or purse.

The technology already had been implemented in Washington state, where it is promoted as an alternative to a passport for traveling to Canada. So far, the program is optional.

But there are other agreements already approved with Michigan, Vermont, New York and Arizona, and plans are under way in other states, including Texas, she said.

Napolitano, as Arizona's governor, was against the REAL ID, Albrecht said. Now, as chief of Homeland Security, she is suggesting the more aggressive electronic ID of Americans.

"She's coming out and saying, 'OK, OK, OK, you win. We won't do REAL ID. But what we probably ought to do is nationwide enhanced driver's licenses,'" Albrecht told WND.

"They're actually talking about issuing every person a spychip driver's license," she said. "That is the potential problem."

Imagine, she said, going to a First Amendment-protected event, a church or a mosque, or even a gun show or a peace rally.

"What happens to all those people when a government operator carrying a reading device makes a circuit of the event?" she asked. "They could download all those unique ID numbers and link them."

Participants could find themselves on "watch" lists or their attendance at protests or rallies added to their government "dossier."

She said even if such license programs are run by states, there's virtually no way that the databases would not be linked and accessible to the federal government.

Albrecht said a hint of what is on the agenda was provided recently by California Gov. Arnold Schwarzenegger. The state's legislature approved a plan banning the government from using any radio chips in any ID documentation.

Schwarzenegger's veto noted he did not want to interfere with any coming or future federal programs for identifying people.

Albrecht's recent guest on her radio program was Michigan State Rep. Paul Opsommer, who said the government appears to be using a national anti-terrorism plan requiring people to document their identities as they enter the United States to promote the technology.

"The Western Hemisphere Travel Initiative was … just about proving you were a citizen, not that you had to do it by any specific kind of technology," Opsommer said.

But he said, "We are close to the point now that if you don't want RFID in any of your documents that you can't leave the country or get back into it."

Opsommer said his own state sought an exception to the growing federal move toward driver's licenses with an electronic ID chip, and he was told that was "unlikely."

He was told, "They were trying to harmonize these standards with Canada and Mexico [so] it had to apply to everybody. I was absolutely dumbfounded."

WND previously has reported on such chips when hospitals used them to identify newborns, a company desired to embed immigrants with the electronic devices, a government health event showcased them and when Wal-Mart used microchips to track customers.

Albrecht, who has worked on issues involving radio chip implants, REAL-ID, "Spychips" and other devices, provided a platform for Opsommer to talk about drivers licenses that include radio transmitters that provide identity information about the carrier. She is active with the AntiChips.com and SpyChips.com websites.

Opsommer said he's been trying for several years to gain permission for his state to develop its own secure license without a radio chip.

"They have flat out refused, and their reasoning is all about the need for what they call 'facilitative technology,' which they then determined was RFID," he said during the recent interview.

According to the U.S. State Department, which regulates international travel requirements, U.S. citizens now "must show proof of identity and proof of U.S. citizenship when entering the United States from Canada, Mexico, Bermuda and the countries of the Caribbean by land or seas."

Documentation could be a U.S. passport or other paperwork such as birth certificates or drivers' licenses. But as of this summer, one of the options for returning residents will be an "Enhanced Driver's License."

The rules are being promulgated under the outline of the WHTI, a result of the Intelligence Reform and Terrorism Prevention Act of 2004, which requires travelers to present a passport or other identity documents on entry into the U.S.

While the government has expressed confidence that no personal or critical information will be revealed through the system, it also says drivers will need special information on how to use, carry and protect the radio-embedded licenses as well as "a shielded container that will prevent anyone from reading your license."

But Albrecht, the author or co-author of six books and videos, including the award-winning "Spychips: How major corporations and government plan to track your every move with RFID," warns it goes much further.

"This must be nipped in the bud. Enhanced DL's make REAL ID look like a walk in the park," Albrecht said.

"Look, I am all in favor of only giving drivers licenses to U.S. citizens or people that are otherwise here in this country legally," Opsommer said, "But we are already doing that in Michigan. We accomplished that without an EDL, as has virtually every other state via their own state laws.

"But just because we choose to only issue our license to U.S. citizens does not mean that our licenses should somehow then fall under federal control. It's still a state document, we are just controlling who we issue them to. But under the EDL program, the Department of Homeland Security is saying that making sure illegals don't get these is not enough. Now you need the chip to prove your citizenship," he continued.

Opsommer further warned the electronic chips embedded in licenses to confirm identity are just the first step.

"Canadians are also more connected to what is going on in Britain with the expansion of the national ID program there, and have seen the mission creep that occurs with things like gun control first hand … Whatever the reason, as an example, just last week the Canadian government repatriated a database from the U.S. that contained the driver's license data of their citizens," he said.

"Someone finally woke up and realized it would not be a good idea for that to be on American soil … I think it is only logical that we as state legislators really understand how the governments of Mexico and Canada will have access to our own citizen's data. Right now it is very ambiguous and even difficult for me to get answers on as a state representative."

But Opsommer said Big Brother concerns certainly have some foundation.

"So if EDLs are the new direction for secure licenses in all states, it just reinforces what many have been telling me that DHS wants to expand this program and turn it into a wireless national ID with a different name," he said. "We'll wake up one day and without a vote in Congress DHS will just pass a rule and say something like 'starting next month you will need an EDL to fly on a plane, or to buy a gun, or whatever.'"

NASA's Climate Chief Calls for Civil Disobedience by Warming Advocates
NASA's chief climate scientist is fending off criticism from colleagues and at least one lawmaker after calling on citizens to engage in civil disobedience at a recent global warming protest.

NASA's chief climate scientist is in hot water with colleagues and at least one lawmaker after calling on citizens to engage in civil disobedience at what is being billed as the largest public protest of global warming ever in the United States.

In a video on capitolclimateaction.org, Dr. James Hansen is seen urging Americans to "take a stand on global warming" during the March 2 protest at the Capitol Power Plant in Southeast Washington, D.C.

"We need to send a message to Congress and the president that we want them to take the actions that are needed to preserve climate for young people and future generations and all life on the planet," says Hansen, who has likened coal-fired power plants to "factories of death" and claims he was muzzled by the Bush administration when he warned of drastic climate changes.

"What has become clear from the science is that we cannot burn all of the fossil fuels without creating a very different planet. The only practical way to solve the problem is to phase out the biggest source of carbon — and that's coal."

But critics say Hansen's latest call to action blurs the line between astronomer and activist and may violate the Hatch Act, which prohibits federal employees from participating in partisan political activity.

"Oh my goodness," one of Hansen's former supervisors, Dr. John Theon, told FOXNews.com when informed of the video. "I'm not surprised ... The fact that Jim Hansen has gone off the deep end here is sad because he's a good fellow."

Theon, a former senior NASA atmospheric scientist, rebuked Hansen last month in a letter to the Senate's Environment and Public Works Committee, saying Hansen had violated NASA's official position on climate forecasting without sufficient evidence and embarrassed the agency by airing his claims before Congress in 1988.

"Why he has not been fired I do not understand," Theon said. "As a civil servant, you can't participate in calling for a public demonstration. You may be able to participate as a private citizen, but when you go on the Internet and call for people to break the law, that's a problem.

Officials at the U.S. Office of Special Counsel, which investigates possible Hatch Act violations, disagreed, saying Hansen is in the clear since it's an "issue-oriented activity," according to Hatch Unit attorney Erica Stern Hamrick.

The majority of federal government employees are allowed to take an active part in political activities, while workers at other departments like the FBI, Secret Service and National Security Council are subject to more restrictions on their political activities.

NASA spokesman Mark Hess also defended Hansen.

"He's doing this as a private citizen on his own time and there's nothing wrong with that," Hess told FOXNews.com. "There's nothing partisan here. You don't give up your rights to free speech by becoming a government employee."

Matt Leonard, a project coordinator for Greenpeace, one of more than 90 organizations endorsing the protest, said several thousand people are expected to participate and "peacefully disrupt operations" at the plant just blocks from Capitol Hill.

Participants are willing to "put their bodies on the line to stop climate change," including risking arrest, Leonard said.

"Our intention is to completely surround the facility, basically sending a message that these types of power plants can't be a part of our future," Leonard said. "They're destroying our environment."

Hansen will be in attendance and is expected to speak at the "completely nonviolent, peaceful" protest, Leonard said.

Meanwhile, Rep. Dana Rohrabacher, R-Calif., urged Hansen to rethink his plans.

"If he wants to have a demonstration concerning global warming, coming to the Capitol is not a right choice," Rohrabacher told FOXNews.com. "The bottom line is if Hansen wants to protest global warming, he should go to the National Cathedral and take it up with God rather than going to Capitol Hill."

Rohrabacher, a member of the House's Committee on Science and Technology, called on Hansen to "step out" of his role.

"He obviously doesn't feel comfortable with the restraints that come with being a scientist rather than a political activist," Rohrabacher said. "Most of us have always thought he has been hiding behind a scientific facade, and really, he was a political activist all along."

Chris Horner, author of "Red Hot Lies: How Global Warming Alarmists Use Threats, Fraud, and Deception to Keep You Misinformed," also denounced Hansen's latest call to arms against climate change.

"He's providing ample cause to question his employment on the taxpayer dime," Horner told FOXNews.com. "He's clearly abused his platform provided to him by the taxpayer, principally by the way he's been exposed of manipulating and revising data with the strange coincidence of him always found on the side of exaggerating the warming."

Horner claimed that Hansen doctored temperature data on two occasions in 2001 and once in 2007 in attempts to show an impending climate catastrophe.

"He's creating an upward slope that really wasn't there," Horner said. "At some point you have to say these aren't mistakes."

Hansen, who did not respond to repeated requests for comment on this story, was most recently honored for his work last month with the 2009 Carl-Gustaf Rossby Research Medal, the highest honor bestowed by the American Meteorological Society.

"Jim Hansen is performing a tremendous job at communicating our science to the public and, more importantly, to policymakers and decision-makers," Franco Einaudi, director of the Earth Sciences Division at NASA's Goddard Space Flight Center, said in a press release.

"The debate about global change is often emotional and controversial, and Jim has had the courage to stand up and say what others did not want to hear. He has acquired a credibility that very few scientists have. His success is due in part to his personality, in part to his scientific achievements, and in part to his refusing to sit on the sidelines of the debate."

Former Vice President Al Gore, who toured with Hansen while promoting "An Inconvenient Truth," did not return repeated requests for comment for this article.

Today, Speaker of the House Nancy Pelosi and Senate Leader Harry Reid released a letter asking the Capitol Architect to switch the Capitol Power Plant from coal to 100 percent natural gas by the end of 2009. Pelosi and Reid’s call comes just three days before more than 2,500 people from across the country are coming to converge at the power plant for the biggest civil disobedience on climate issues in U.S. history. Prior to the announcement of the Capitol Climate Action, pro-coal legislators had been able to prevent the switch from coal to natural gas.

“Speaker Pelosi and Leader Reid’s dramatic action shows that Congress can act quickly on global warming when the public demands it,” said Greenpeace Deputy Campaigns Director Carroll Muffett. “This move demonstrates that they recognize the urgency of the climate crisis and the need for a switch to cleaner energy sources.”

“The more than 2,500 people coming to Washington to call for a solution to the climate crisis and an end to the use of coal are still coming because the climate is still in crisis and coal is still driving that crisis,” said Michael Brune, Executive Director of the Rainforest Action Network. “Today’s move reflects Congress’s growing awareness that the public is demanding change.”

“Speaker Pelosi and Leader Reid today showed the power of grassroots action,” said Mike Tidwell, executive director of the Chesapeake Climate Action Network. “That grassroots action is going to continue until Congress passes legislation that solves the climate crisis.”
