Irans Terror-cum-Intelligence Networks Thrown across Three Continents

While the leaders of the Non-Aligned Movement nations were making speeches at the 14th conference of their movement in Havana in mid-September, three groups of intelligence experts were off in a well-guarded corner next door to talk about matters far from the conference’s main theme of how to develop backward economies and societies.

Iranian, Cuban and Venezuelan teams were putting their heads together on ways of translating their leaders' hostile rhetoric and slogans into effective war action against the United States.

DEBKAfile’s Exclusive intelligence and counter-terror sources disclose that the three teams were made up of intelligence officers and civilian officials on the staffs of the three rulers; their job is maintaining clandestine ties with underground and terrorist organizations.

After the NAM conference ended, the Iranian and Venezuelan teams moved their talks to Caracas where Ahmadinejad continued his talks with Chavez on Sept 17 and 18.

Interestingly, Iran’s Islamic revolutionary leaders have maintained warm ties of cooperation and mutual assistance with Castro’s Cuba since they came to power in Tehran in 1979. They admired his revolutionary zeal and consistent anti-US policies. Tehran also exploited Cuba’s economic straits to deepen its penetration of the country with a view to setting up an Iranian base in Cuba for its continental operations.

But the relationship suffered ups and downs, especially when Castro declined to give Iranian agents a free hand for subversion and espionage against the United States. In 2003, the Cuban ruler was furious when Iranian diplomats, without asking for permission, installed in their homes in a farm on the outskirts of Havana jamming equipment against television programs bounced from the United States through satellite to Iran. They were trying to stop Iranian opposition-backed television broadcasters in Los Angeles calling on Iranians to rise up against the Islamic regime. Castro made the Iranian diplomats evacuate the farm and remove their gear.

Castro is too old a hand to be manipulated in matters of subversion and terrorism. Chavez in contrast is just as anti-American but also rated by Tehran an easier mark. Although he needs to be handled with kid gloves as head of an oil-exporting country, the Iranians have noted that the Venezuelan leader is also open to cooperation in the politics of oil.

On Sept. 18, he insisted that Ahmadinejad attend a ceremony celebrating the gushing of the 7th Aya Well of the Kuchouy Oil Field developed by a Venezuelan-Iranian partnership. This was to be a landmark on the road to a merger between the two oil industries. Tehran is not too happy about this partnership but is going along with small, symbolic steps while extracting from Caracas – and eventually it hopes from Havana – forward facilities for running Iranian clandestine agents in North and South America.

DEBKAfile’s Iranian sources report that Ahmadinejad also talked persuasively to Chavez about making a show of deploying a few Iranian-made 2,000-km range Shahab-3 missiles – first in Venezuela then in Cuba – as a menace to the United States.

Chavez has not given Tehran his answer. But both he and Castro will think twice about granting this request, for fear of crossing one line too many for the Bush administration to swallow. However, Iranian ambitions to harm American know no limits.

The three-cornered meeting in Havana between the Ahmadinejad, Chavez and Raoul Castro at the beginning of the week reached a number of decisions in principle although they remain to be fleshed out with operational details. Castro was reluctant to make final decisions because he said his brother would soon be back at the helm.

They did agree that anything decided during the Iranian and Venezuelan presidents’ Caracas talks would be put before the Cuban ruler. They also decided that their intelligence teams would meet again during the UN General Assembly session in New York later this week. After discovering this plan, Washington refused the Iranian president’s “aides” – presented as journalists - entry visas to New York on Tuesday, Sept. 19.

The three-way talks have thus far yielded a solid decision for Iranian intelligence agents, some of them sabotage specialists, to be sent soon to Cuba and Venezuela. They will operate in the guise of road network and industrial development experts. Their real mission will be to conduct surveys on the practicability of using Cuba and Venezuela as bases for subversive activities against the United States and other parts of Latin America.

Iran is also busy creating similar bases in E. Africa, favoring Sudan and Somalia.

At the Havana NAM conference the Iranian president and Sudan’s Omar Bashir were seen deep in conversation. Tehran believes that the Sudanese ruler will come round now to accepting expanded military and intelligence collaboration between the two countries, whereas in 2003, he threw Iranian agents out of Sudan together with all their development specialists. Bashir is now seeking support for his Darfur policy which aims to remove pro-Western military elements from Sudan.

Iran is on the way to harnessing two more countries to its clandestine anti-US campaign: Somalia and Yemen. In Mogadishu, the Islamic Courts movement headed by Sheikh Hassan Dahir Aweys is strengthening its grip on Somalia. Like Iran’s Islamic rulers, this group also preaches jihad and martyrdom (suicide attacks) for the sake of Islam.

The Somali movement therefore provides fertile ground for recruiting terrorists for suicide missions on behalf of Iran and al Qaeda alike as part of their subversion and terror campaigns across the African continent.

Mogadishu’s new rulers, whose number includes a group of middle-ranking al Qaeda commanders, are busy training an army to support their regime. Al Qaeda and Iranian Revolutionary Guards instructors are building up a corps of suiciders to attacks US embassies and Israeli targets across the continent.

The Yemeni ruler, Abdallah Salah, and his army chiefs are opposed to giving Iranian agents free rein in their country, but in the last two years, Tehran is paying Shiite extremist groups in Yemen to bring the regime under increasing pressure by acts of murder and sabotage.

Iran’s Islamic rulers believe they are in real danger of an American air attack on their nuclear installations some time in November or December this year. They are therefore pushing hard for new allies in Latin America, Africa and Arabia and points of vantage for hitting back at the United States and its centers of influence on three continents as an effective deterrent to an American attack.

BEIRUT, Lebanon — An anti-Syrian Christian leader dismissed Hezbollah's claims of victory in its war with Israel as tens of thousands of his supporters rallied Sunday in a show of strength that highlighted Lebanon's sharp divisions.

The rally north of Beirut came just two days after a massive gathering by the rival Shiite Muslim Hezbollah that attracted hundreds of thousands. The two sides have been at sharp odds over the future of the Lebanese government since this summer's Israeli-Hezbollah war.

Samir Geagea, a notorious former leader of a Christian militia, scoffed at Hezbollah leader Sheik Hassan Nasrallah's declaration that his guerrillas achieved "a victory"

"I don't feel victory because the majority of the Lebanese people do not feel victory. Rather, they feel that a major catastrophe had befallen them and made their present and future uncertain," he said.

Hezbollah's fight with Israel sent its support soaring among Shiites. But a large sector — particularly among Christians and Sunni Muslims — opposes Hezbollah and resents it for provoking the monthlong fight by capturing two Israeli soldiers on July 12.

Geagea, who served more than a decade in prison on multiple counts of murder dating to the 1975-90 civil war, backs the Western-leaning government of Prime Minister Fuad Saniora. His party is a member of the anti-Syrian parliamentary majority in Lebanon.

Geagea's supporters, waving his pictures and the white, red and green flag of his Lebanese Forces Party, arrived in buses and cars at the shrine of the Virgin Mary in the town of Harissa, about 15 miles north of Beirut.

Addressing his supporters after a mass to commemorate Christian militiamen killed in the civil war, Geagea rejected Nasrallah's vow to keep his weapons, saying the guerrilla group was blocking the establishment of "a strong and capable (Lebanese) state" for which Nasrallah was calling.

"When we find a solution to (the issue of Hezbollah's) weapons, then it will be possible to establish the state as it should be," he said.

Geagea, who backs Hezbollah's disarmament, implicitly accused the Iranian- and Syrian-backed group of running "a state within a state" in south Lebanon.

"How can a state be established while there is a mini-state (within its borders)? How can this state be established while every day arms and ammunitions are smuggled (to Hezbollah) under its (the state's) nose?" he said.

Nasrallah vowed at a massive rally Friday in Beirut's southern suburbs not to disarm despite international pressure. Some 800,000 Hezbollah supporters cheered Nasrallah at the gathering to celebrate what Hezbollah called "a divine victory" against Israel in the 34-day war that ended on Aug. 14.

In his speech, Nasrallah also called for the formation of a new government, repeatedly attacking Saniora's administration, which he called weak and unable to protect Lebanon from Israel.

Hezbollah's push for a stronger political role could deepen tensions in a country already sharply divided over the war.

Geagea rejected Nasrallah's call for a new government, defending Saniora's administration. Despite "some loopholes and defects," it is for the first time "a Lebanese, sovereign and independent one," he said.

Syria dominated Lebanon for nearly three decades before it withdrew its troops last year under heavy international pressure following the assassination of former Prime Minister Rafik Hariri.

Syria is accused of involvement in Hariri's death, which it denies.

Geagea was arrested in April 1994 and his group was banned after a church bombing killed 10 people. He was later acquitted in the bombing but sentenced to three life terms on several other murder counts, including the killing of pro-Syrian Prime Minister Rashid Karami.

Geagea served 11 years in prison before he was released in July 2005, when Lebanon's parliament approved a motion to pardon him.

He was leader of the Lebanese Forces — the country's most powerful Christian militia during the Lebanese civil war. Israel backed the militia during that conflict and the Israeli invasion in 1982 to expel Palestinian guerrillas.

VATICAN CITY - Pope Benedict XVI is to meet the ambassadors to the Holy See of predominantly- Muslim countries in an act of reconciliation following his controversial remarks on Islam, the Vatican said Friday, confirming reports in the Italian media.

The meeting was scheduled to take place on Monday in the pope's summer residence of Castel Gandolfo, in the hills south of Rome.

The head of Rome's main mosque and other Muslim religious leaders were also expected to attend, Italian Muslim officials said.

The move is part of a diplomatic offensive launched by the Vatican in the aftermath of a speech by Benedict that has sparked angry reactions in the Islamic world.




The pope has said he was sorry that his speech at a German university last week, in which he quoted a 14th-century Christian emperor as referring to elements of Islam as "evil and inhuman", may have offended Muslims.

Despite his apology and his insistence that he had been "misunderstood", protests are continuing in several Islamic countries.

Hundreds of people staged on Friday in Tehran renewed demonstrations against the Pope's remarks.

The demonstration was held after the Friday prayer ceremony which was held in downtown Tehran by former president Akbar Hashemi- Rafsanjani.

Rafsanjani said that although "Mr. Pope" has already clarified that his speech on Islam was just quoting history and not meant to insult world Muslims, "still it was a bad thing to happen."

Friday's demonstration was organised by the Islamic Propagation Office and aimed at "exposing the fury and hatred" of Iranian Muslims over what Iran calls the pope's "anti-Islamic" remarks, but according to local press sources, demonstrators were warned not to use any slogans against the pope himself.

Rafsanjani, who still plays an influential role on Iran's political scene as head of the arbitration body, the Expediency Council, said that in the middle of global efforts for enabling dialogue among religions, the pope's remarks triggered renewed religious tensions.

"The remarkable thing, however, is that the ordinary Muslim people started the protests, the governments (protests) came later, and this shows that the Muslims have realised their power and are ready to defend their religion and sanctities," the cleric said.

During his stay in New York, Iranian President Mahmoud Ahmadinejad indicated he was satisfied with the pope's apology, but urged him to speak more cautiously in future, warning that his remarks on Islam could lead to war.


This is Pityful. They want every religon but islam wiped out yet they wanna pray for them. It's worse than i thought. The pope speaks the truth now he gotta put spin on it to please the muslims.

Muslims need much more than a prayer. Islam was created by a false prophet, they honor a fake pagan Mood God called Allah, and they worship a large black metorite as an Idol. Islam WAS created by the sword. Muhammad himself said that his Arab people needed a religion to unite the many Arab tribes that were fighting among themselves so they could dominate their neighbors and enemies....Militarily. He used some Judao/Christianty teaching and mixed it with alot of the Arab pagan Moon God Cult. Islam needs to reform itself and adopt a more peaceful religion that eliminates the teachings in the Koran that incourages intolerance, violence against Infidels. Until this is done no amount of prayers will help this twisted religion.

Allah IS God. Allah (or God) is not the problem! The problem is the ignorant, stupid followers of Mohammed. They don't know their rear end from a hole in the ground.

THERE IS SIMPLY TOO MUCH EVIL AMONG US ON THIS PLANET. IT IS NOT THE FAULT ONE ANY PERSON. IT STARTED HUNDRED OF YEARS AGO AND IT WILL CONTINUE TILL THE WORLD IS NO MORE. GOD, THE CREATOR OF US ALL WHETHER YOU BELIEVE THAT OR NOT IS VERY SAD IN WHAT HE SEES GOING ON HERE ON THIS PLANET THAT HE CREATED FOR US. MY ONLY SUGGESTION TO ANYONE IS TO GET RIGHT WITH GOD. THE GOD OF LOVE !

Peace vs. Chaos
We have heard many times that history repeats itself. If that is true, we can be sure of one thing in the future, and that is this: We cannot be sure of anything that depends on the promises of mankind.

A Message by Billy Graham

The nations of the world have signed many peace treaties, but most treaties are eventually broken by one contracting party or the other.

During the French and Indian war the United States loved the British and hated the French. Less than one generation later we were hating the British and loving the French.

In 1904 when Russia was fighting Japan, the Americans took sides with the Japanese. In 1941 Japan was an enemy that had to be destroyed. Now Japan is our close ally in the Far East.

We live in a topsy-turvy world where there is so much confusion. The average person on the street is more bewildered today than at any time in history. The events of the past few years are a shining example of the utter depravity of the human heart. The props have been knocked out from under the idealists who said that all people are brothers and sisters and the world is getting better and better. You don’t hear that kind of talk much these days.

Behind all the confusion in the world today is the plan and program of Satan. The Book of Revelation tells us that Satan is the great deceiver, and his main business in this age is to deceive the nations of the world.

There Is an Answer

As you read your newspapers, watch television or listen to the radio, remember this one thing—the only reasonable explanation of the awful conditions that face us today is the answer given in the ancient book we call the Bible. In it you will find the answer to the multitudes of problems you face every day.

This world is sick. It is filled with anger, anguish, brutality, crime and doubt. Despair and death stalk every country. Sorrow, suffering and sin abound. War and wickedness have made our generation wild. Tragedy and sorrow are on every hand.

I wish you could read some of the hundreds of letters that come to us weekly from people who hear us on radio, television or through our other ministries. Alcoholics, drug addicts, prostitutes, gambling addicts, hundreds crushed by sorrow or broken homes—people of every walk of life burdened with a thousand problems—all asking for an answer to their particular problem.

Over and over again I am asked the question, “What is the world coming to?”

The Bible teaches that this world is coming to a crisis, and just beyond that crisis is judgment. But thanks be unto God, our God has never faced a crisis! Nothing has ever taken God by surprise. God has never come to a time of panic. He has always followed a perfect program. Satan has never frustrated God’s plans nor hindered His cause in the course of all ages. Our God is sovereign and in Him is all sufficiency. This is our message. This is the rainbow of hope that I give to you today.

Unsolved Problems

The troubles we face are not new. They may come upon us in a new way, but basically and fundamentally we are facing the same temptations, the same troubles, the same trials that have always confronted mankind. Since the Garden of Eden, men and women have been plagued with three problems. These problems deal with the past, the present and the future of every individual.

The unsolved problems of the human race are depravity, disease and death. Depravity has filled our jails. Disease fills our hospitals. Death fills our cemeteries. Because of our depraved sinful nature, we are filled with hate, greed and jealousy. The curse of sin is upon our bodies, and we are forever haunted by the fear of death. With all of our inventive genius, we have been able to change everything but ourselves.

We all know how the world has radically changed. Technology, fashions, languages, customs, morals, values, social conditions and a thousand other changes have taken place in the last few years. But with all of our progress, mankind has not solved the basic problems of the human race. These problems have not changed. They have plagued humanity throughout its history and are continuing to do so this very moment.

Unchanged Enemies

Sin has not changed. Men and women endeavor to change its name. We’ve put new labels on the bottle of poison. We’ve tried to whitewash the old barn. We’ve tried to clean up the depraved human nature, but sin has not changed. We have put new names on present-day evils and have sought to salve our conscience. But sin is the same. We are still sinners and the results of sin are still disease, disappointment, despair, disillusionment and hell.

Sorrow has not changed. Sorrow is the universal language of the world today. The greatest tragedies are rarely those on the front pages of our newspapers. They are the personal, crushing sorrows that come to individuals. We all know something about tears, sorrow and suffering. Job said, “Man is born to trouble, As the sparks fly upward” (Job 5:7, NKJV).

Death has not changed. We have tried to change its appearance. We place bodies in “caskets” rather than “coffins.” We try to dress up the funeral. But regardless of what we may call death or how we may dress it, death is real, hard, cruel, and it has not changed.

Our past is filled with sin; our present is overrun with sorrow; and the certainty of death faces us in the future. It all seems rather hopeless when we begin to think about it. We have psychiatrists, philosophers and new religions by the score, but there seems to be no answer.

The Rainbow of Hope

However, let me put a rainbow of hope in your heart. Jesus Christ can meet and solve these basic problems of your life. Hebrews 13:8 reads, “Jesus Christ is the same yesterday, today, and forever” (NKJV).

Yesterday, the past, when Christ was on earth—He made atonement, He forgave and covered your sin. Today, now, in heaven—He is an advocate, representing before God those who place their trust in Him. He is right now willing to solve your problems, lift your burdens, wipe your tears away, and bring joy, peace and satisfaction such as you have never known. Tomorrow, in the future—He will return to be King of kings and Lord of lords.

Other things may change, but Christ will never change. We are living in an age of grace in which God promises that whosoever will may come and receive His Son.

However, I warn you that God’s kindness to us will not continue much longer. We are already living on borrowed time. Peter, preaching on the day of Pentecost, predicted the next event in God’s dealing with mankind would be the judgment of God. When this age of grace ends, the judgment of God will strike.

But today I can point you to an unchanging Christ who can forgive your past sin, lift your present burdens and give you hope for the future. He will take your sins and bury them in the depth of the sea.

Come to the Unchanging Christ!

You can cast all your care upon Christ for He cares for you. Concerning the future, He promises: “For the Lord Himself will descend from heaven with a shout, with the voice of an archangel, and with the trumpet of God. And the dead in Christ will rise first. Then we who are alive and remain shall be caught up together with them in the clouds to meet the Lord in the air. And thus we shall always be with the Lord” (1 Thessalonians 4:16-17, NKJV).

I beg you to commit your past, your present and your future to Christ. What you have done in the past can be erased by the Lord Jesus Christ. As Savior, He can settle your sin problem. As the Shepherd, He can meet your every need, lift every burden, solve every problem. As the coming sovereign King, He can give you hope.

Let Him deliver you from the perils of the present trouble. Let Him deliver you from the fear of the future.

Turn to Christ today!

Q: I suppose you'd say that every sin is wrong, but aren't some a lot worse than others? A friend and I were talking the other day and we got to debating what is the absolutely worst sin a person could commit, but we never did come to any conclusion. — V.L.


A: Dear V.L.,
Yes, in God's eyes all sin is wrong, because all sin is a violation of God's will. As someone has said, whenever we sin, we are shaking our fists in the face of God.

From a human standpoint, however, some sins are certainly worse than others, because of the harm they do. This is why under the Old Testament law some sins (like murder or stealing) were judged more severely than other sins.

At the same time, the Bible doesn't spotlight one sin as being the worst in God's eyes. God is absolutely pure and holy, and even the littlest sin is still evil in His sight. The Bible says, "To fear the Lord is to hate evil; I hate pride and arrogance, evil behavior and perverse speech" (Proverbs 8:13). The Bible also says, "'Do not plot evil against your neighbor, and do not love to swear falsely. I hate all this,' declares the Lord" (Zechariah 8:17).

The Bible does, however, say that one sin—and only one—is unforgivable. That is the sin of turning away from God and refusing the forgiveness and salvation He offers us in Jesus Christ. But God loves us and He wants to forgive us and welcome us into His family forever. Have you accepted the gift of salvation He offers us in His Son, Jesus Christ?

Steve Irwin memorial to be watched by millions worldwide


More than 300 million people worldwide are expected to pause today to remember conservation crusader, Steve Irwin.

Steve Irwin's public memorial will take place at Australia Zoo on Queensland's Sunshine Coast from 9:00am and will be telecast both throughout Australia and internationally.


A red carpet will be rolled out to welcome more than 1,000 invited guests and 3,000 people who secured free tickets.


The Prime Minister, John Howard, is expected to begin the hour-long proceedings which will be attended by the Queensland Premier, Peter Beattie, zoo staff and friends of the Irwin family.


Family friend, John Stainton, says while Terri Irwin and her eight-year-old daughter Bindi will make their first public appearance since Steve Irwin was killed by a stringray barb more than two weeks ago, they may be too upset to speak.


"I've left it as an open invitation to Terri, Steve's dad Bob and Bindi to say a few words," he said.


"So it's up to them."


The service will include a performance by singer John Williamson, but the identities of other celebrity guests and details about the order of events have not been confirmed.


Mr Stainton says it is the memory of the Crocodile Hunter, not the guest list, that is most important.


"I think I'd like to keep it as a simple ceremony that doesn't rely on the publicity of who's going to be there and attending and what tributes are being paid by which celebrities," he said.

Thousands expected at Steve Irwin's service

BEERWAH, Australia -- More than 5,000 people, including the prime minister, are expected to cram the "Crocoseum" at the Australia Zoo on Wednesday to say farewell to "Crocodile Hunter" Steve Irwin at a memorial service.

Flags on the Sydney Harbor Bridge were to fly at half-staff, and giant television screens were set up in Irwin's home state of Queensland for people to watch the service.

Irwin, 44, was killed Sept. 4 when the barb from a stingray pierced his chest while he was filming a TV show about the Great Barrier Reef. His family held a private funeral service Sept. 9.

His death set off an outpouring of grief. Tens of thousands of people traveled to the zoo near Brisbane to drop off flowers and other mementoes, many of them signing Irwin-styled khaki shirts instead of a condolence book.

There has been a surge of donations to the Irwin-instituted charity Wildlife Warriors, and millions of people have visited his Web site to find out more about Irwin and his conservation efforts.

Irwin's widow, American-born Terri Irwin, was expected to make her first public appearance since his death at Wednesday's memorial service. The couple's daughter, Bindi, 8, and son Bob, 2, were expected to accompany their mother.

Prime Minister John Howard also was expected to attend the service, and country singer John Williamson planned to sing "True Blue," a song that Irwin loved.

John Stainton, Irwin's manager and close friend, said the service would be a celebration of the naturalist's life.

"There will be one seat alongside of the family for Steve because he loved the Crocoseum, he built it," Stainton said. "And his Australia Zoo cap that he always wore watching all the shows with his daughter will be on the seat."

Stainton said there would be visual tributes to Irwin, with some "memorable film clips" and "funny moments" from his television career. Actor Russell Crowe reportly be among those paying tribute by video.

"The one thing I hope everyone will take away from it is what a diverse character he was," Stainton said.

Animal Planet will air Irwin's memorial


BRISBANE, Australia - Animal Planet will televise the memorial service for "Crocodile Hunter" Steve Irwin at 9 p.m. Tuesday from Irwin's Australia Zoo in Beerwah.



Nearly 3,000 grieving fans, including hundreds who camped out overnight, were rewarded Friday with tickets to the service, which were distributed Friday at three locations across Irwin's home state of Queensland. But the ticket supply ran out in only 15 minutes, leaving some who didn't get a ticket in tears.
Melissa Power, a 34-year-old beautician, was at the front of the line in the state capital, Brisbane, and had tears in her eyes when she finally got her ticket.
"It's unbelievable," she said. "I haven't slept and am so overemotional - I'm looking so forward to it."
The memorial will be held in the zoo's "Crocoseum" amphitheater. Irwin's widow, Terri, said he would have wanted the service held there. She and the couple's daughter, Bindi, 8, are to speak at the memorial.
Irwin was killed Sept. 4 when he was pierced in the chest by a stingray's barb while filming a new TV show off Australia's Great Barrier Reef.

Bush to Muslim World: Turn Your Back on Extremists

NEW YORK — President Bush appealed to the Muslim world Tuesday to turn its back on extremists who exploit Islam to shield acts of terrorism.
"This propaganda is false and its purpose is to confuse you and justify acts of terror," Bush told diplomats and world leaders attending the opening session of the U.N. General Assembly in New York.
"We will protect our people from those who pervert Islam to sow death and destruction," he said.
In a speech promoting his freedom agenda, Bush said that the "enemies of humanity have continued their campaign of murder" five years after dozens of nations lost citizens in a terror attack that took place not far from where the diplomats were now sitting in New York City.
Bush referred to the Sept. 11, 2001, terror attacks and called the War on Terror a continuation of efforts that followed World War II and the creation of the international body to expand democracy and liberty to the world.

"The world is engaged in an ideological struggle between extremists who use terror as a weapon to create fear and moderate people who work for peace," Bush told the 192-nation assembly.
Bush said many positive changes have already occurred in the Middle East. Algeria has held its first competitive presidential election without military intervention; the United Arab Emirates announced that half of its parliamentary seats will be chosen by elections; Kuwait let women run and vote in recent elections; and other votes have occurred in municipal elections in Saudi Arabia, Jordan and Bahrain and in multiparty presidential elections in Yemen and Egypt.
The president said the United States desires peace despite what extremists in the midst say. He said it is incumbent upon moderate leaders in Muslim nations to show their constituents that they can escape the "dismal choice" between misery and so-called martyrdom.
"We know that when people have a voice in their future, they are less likely to blow themselves up in suicide attacks," he said.
In a step-by-step appeal to Mideast nations, the president pledged ongoing commitment to the people of Iraq and Afghanistan and appealed directly to those who live within regimes like Iran and Syria.
"Your rulers have chosen to deny your liberty and to use your nation's resources to fund terrorism and fuel extremism and pursue nuclear weapons," Bush said of the Islamic Republic in Tehran.
Iranian President Mahmoud Ahmadinejad was not in attendance as Bush spoke, but will deliver his own address to the world body later in the day.
Saying the United States admires the rich history and vibrant culture as well Iran's contributions to civilization, Bush told the Iranian people that its government "must abandon its nuclear weapons ambitions."
"We have no objection to Iran's pursuit of a truly peaceful nuclear power program," he said.
Prior to his formal remarks, Bush warned Iran to stop stalling on talks about its ceasing uranium enrichment activities, and said efforts by Tehran to hold off negotiations will lead to sanctions being discussed in the U.N. Security Council.
"Should they continue to stall, we will then discuss the consequences of their stalling, and one of the consequences, of course, is some kind of sanctions program," Bush said after meeting with French President Jacques Chirac.
Chirac had proposed that before Iran ceases its uranium enrichment program, the United States agree to enter into talks, which it has refused to do previously. But during questions from reporters, Chirac said the United States and France are on the same page when it comes to Iran, and share "common approaches and common sense of the main issues discussed."
Separately, Secretary of State Condoleezza Rice told a morning news show that failure to confront Iran over its nuclear program will leave the world with a "credibility problem."
Back in Washington, D.C., Assistant Secretary of State Nicholas Burns told the Senate Foreign Relations Committee that Iran is the "central banker in Middle East terrorism" because of its funding and clear support for Hezbollah, the Lebanon-based terror group, and other organizations.
Burns said Iran has provided technology for improvised explosive devices to Shiite groups in Iraq to attack British and American soldiers there, and that senior Al Qaeda leadership figures fled to Iran from Afghanistan, where they are believed to be "able to operate" somewhat freely. He added the United States does not believe Al Qaeda leaders in Iran have been prosecuted or handed over to their native countries for prosecution.
At the General Assembly meeting, Bush called the situation in Darfur, Sudan, a "genocide," and while crediting the African Union for trying to keep the peace, he said it is not equipped to stop the violence. To help find a solution to the racial violence in the African nation, Bush said he was naming former U.S. Agency for International Development chief Andrew Natsios as a presidential special envoy "to lead America's efforts to help bring peace to your land."
In remarks on Iraq, the president praised the Iraqi people for their courage in going to the polls and electing a democratic government, and he pledged to continue helping the nation get international assistance and investment.
"We will continue to train those of you who step forward to fight the enemies of freedom," he added. "In return, your leaders must ... and make difficult choices to bring security and prosperity."
As for Lebanon, the president said the United Nations has passed "a good resolution" to establish an international force, led by France and Italy, to restore Lebanese sovereignty over the southern region that has been hostage to Hezbollah terrorists and used as a staging ground to attack Israel.
The president recommitted the United States to pursuing the roadmap for a two-state solution for Israel and the Palestinians.
"Many brave men and women have made the commitment to peace yet extremists have been stirring up hatred," he said.
Bush said the Palestinian people earlier this year voted in a free election for Hamas, which campaigned on a platform of ending corruption and improving the lives of the Palestinian people. Now, he said, it's up to Hamas to follow through with its pledge.
"The world has sent a clear message to the leaders of Hamas: Serve the interests of the Palestinian people," he said, crediting President Mahmoud Abbas with pursuing a solution.
Bush said he was sending Rice to lead a diplomatic effort to engage moderate regional leaders to help the Palestinians reform their security services and join with Israel to resolve their differences. He added that Saudi Arabia, Jordan and Egypt have already offered diplomatic and financial assistance to help these efforts.
"I'm optimistic that, by supporting the forces of democracy and moderation, we can help Israelis and Palestinians build a more hopeful future and achieve the peace in the Holy Land we all want," he said.

In his speech to the UN General Assembly Tuesday night, the Iranian president repeated his usual diatribe against Israel’s existence and attacks on the United States and demanded the reform of the United Nations. In an interview, Israel’s UN ambassador Danny Gillerman criticized the US for granting an entry visa to a man who calls for Israel’s liquidation and whose government authorizes the murder of Americans by terrorists. JERUSALEM — Israel's ambassador to the United Nations criticized the U.S. administration on Wednesday for granting an entrance visa to Iranian President Mahmoud Ahmadinejad and allowing him to address the U.N. General Assembly.

The Israeli delegation to the General Assembly, including Foreign Minister Tzipi Livni, boycotted Ahmadinejad, who has said he wants to wipe Israel off the map and dismissed the Holocaust as a myth.

Israel’s foreign minister Tzipi Livni is due to address the General Assembly later Wednesday. Tuesday, she met Palestinian leader Abu Mazen at UN headquarters.

Ahmadinejad's UN Speech: Analysis and Comment by UN Watch

Geneva, September 19, 2006 -- Tonight's speech to the UN by Iran's President Mahmoud Ahmadinejad was crafted in a more moderate tone than other recent tirades, but that did not diminish its potency as a propaganda text aimed at rallying the Muslim world behind his violent apocalyptic vision, and at winning the support of the Third World in casting the U.S. as a global threat and oppressor.

Mr. Ahmadinejad repeatedly challenged the international role of the U.S., describing it as a nuclear-armed occupier of other lands that is hypocritical on democracy. Still, the speech was wrapped in more diplomatic language, marking a change from the rambling, Unabomber-style letter he sent to U.S. President George Bush last May. Similarly, the speech included oblique references to "some of the survivors of the Second World War," but stopped short of previous statements that openly called the Holocaust "a myth."

The Iranian president's speech opened with strong religious language, and ended with expressions of messianic fervor. This followed on Mr. Ahmadinejad's theme from last year, when he talked of being "surrounded by a light" while addressing the 2005 plenary. He continued in that vein tonight, saying that today's world "above all longs for the perfect righteous human being and the real savior who has been promised to all peoples." He asked God for return of "the perfect human being promised to all by You", and that God "make us among [the savior's] followers and among those who strive for his return and his cause."

Despite using relatively softer language, said Hillel Neuer, executive director of UN Watch, a Geneva-based monitoring organization, the Iranian leader's speech was riddled with numerous blatant contradictions:

Mr. Ahmadinejad's major theme was the injustice and non-democratic nature of the UN Security Council. But Iran itself is a theocracy controlled by an unelected Supreme Leader that, among other things, tightly controls which candidates are allowed to run in elections -- as the General Assembly itself found (see quote from UN resolution below).
His solution was to hand more power to countries from the Organization of the Islamic Conference (OIC) and the Non-Aligned Movement (NAM) -- yet the vast majority of these regimes are entirely non-democratic themselves, lacking any claim to representative legitimacy.

Mr. Ahmadinejad talked about "truth" and referred 33 times to the word "justice" -- yet his regime was found by the IAEA to have been lying for years about its nuclear program, and has been accused of gross injustice through resort to phony trials, which have covered up the torture and killings of dissidents such as Canadian photo-journalist Zahra Kazemi.

He portrayed himself as leader of the Third World, and claimed to speak in the name of "peoples across the Globe." As such, he sought to distinguish between those who live in poverty and others (i.e., the U.S.) who "rely on weapons and threats." He talked about countries that "waste their wealth and resources" to produce "destructive arsenals" of nuclear weapons. But that's precisely what international experts say Iran is doing in illegally pursuing its massive nuclear weapons program. Moreover, Ahmadinejad's regime has for years preferred to send hundreds of millions of dollars for advanced weaponry to arm Hezbollah for its rule over Lebanon and for attacks against Israel, all in violation of UN resolution 1559 -- rather than meet the basic needs of Iran's own impoverished citizens.

Mr. Ahmadinejad said "occupiers are incapable of establishing security in Iraq". Yet Iran remains the leading external force actively promoting violence and division to ensure the instability of that country.

His speech protested the tragedy of the Palestinians -- yet Iran has been the greatest sponsor of Hamas and Islamic Jihad terrorism in order to undermine every attempt for a peaceful, two-state resolution, from the Oslo agreements to the Road Map.

Mr. Ahmadinejad referred 17 times to "peace," and complained about the war in Lebanon. But Iran's Hezbollah client militia was the one that, as Kofi Annan said, provocatively attacked Israel across the UN-certified blue line, backed by Iranian Revolutionary Guards, all in clear defiance of UN resolutions.

He talked a great deal about notions of "freedom and human rights." Yet the General Assembly -- which, in his own words, "as the highest organ of the United Nations, must be respected" -- earlier this year condemned Iran as one of the world's greatest violators of human rights. According to GA Resolution 60/171, adopted in March, these include the following systematic violations by the Tehran regime:

"continuing harassment, intimidation and persecution of human rights defenders, non-governmental organizations, political opponents, religious dissenters, political reformists, journalists, parliamentarians, students, clerics, academics and webloggers";

"restrictions on the freedoms of assembly, opinion and expression, the use of arbitrary arrest, targeted at both individuals and their family members, and the unjustified closure of newspapers and blocking of Internet sites";

"the absence of many conditions necessary for free and fair elections, including by the arbitrary disqualification of large numbers of prospective candidates, including all women, during the presidential elections of June 2005" -- indeed, the very ballot that elected Ahmadinejad;

"the persistent failure to comply fully with international standards in the administration of justice and, in particular, the absence of due process of law";

"the refusal to provide fair and public hearings, the denial of the right to counsel and access to counsel by those detained, the use of national security laws to deny human rights, the harassment, intimidation and persecution of defence lawyers and legal defenders";

"the continuing use of torture and cruel, inhuman or degrading treatment or punishment such as flogging and amputations";

"continuing violence and discrimination against women and girls in law and in practice"; and

"continuing discrimination, and other human rights violations against ethnic and religious minorities," speficially citing Arabs, Kurds, Baluchis, Christians, Jews, Sunni Muslims, and particularly the Bahai.

UN Watch calls on UN member states to unite and firmly support the current international effort to hold Iran accountable to its obligations under all relevant UN resolutions and international law.
